Raaxis/CityToast

Raaxis, later known as CityToast, was an early SCP Foundation author and staff member. He contributed to some of the site’s formative SCP articles and later held administrative responsibilities, including serving as Licensing Captain. His tenure ended in 2023 following controversy surrounding his endorsement of artificial intelligence, as well as investigations by site staff and the Anti-Harassment Team, culminating in a permanent ban from the SCP Wiki.[1]https://05command.wikidot.com/forum/t-15693571/discord-dorktoast-0801#post-6064948

Raaxis joined the SCP Foundation Wiki on 31 August 2008.[2]https://www.wikidot.com/user:info/raaxis In May 2012, the same individual created a second Wikidot account under the name CityToast, publicly associated with the name Sam Swicegood.[3]https://www.wikidot.com/user:info/citytoast

Contributions

As Raaxis, Swicegood authored SCP-017 (Shadow Person) while on /x/.[4]https://scp-wiki.wikidot.com/scp-017 He later co-authored SCP-194 (Prototype Biological Weapons) with Calibold.[5]https://scp-wiki.wikidot.com/scp-194 He also created supplementary content, including the Dr. Buchanan personnel file, and participated in artwork and resource hub pages on the wiki.[6]https://scp-wiki.wikidot.com/dr-buchanan[7]https://scp-wiki.wikidot.com/citytoast-art-hub

CityToast was active in Creative Commons licensing initiatives, including the “Licensebox” project, which sought to formalize licensing compliance across SCP-related works.[8]citation needed

Staff Roles

Swicegood rose to the position of Licensing Captain, where he coordinated licensing and attribution compliance for SCP-related material across branches.[9]https://05command.wikidot.com/forum/t-14634737/licensing[10]https://05command.wikidot.com/forum/t-14115866[11]https://05command.wikidot.com/forum/t-15655138/captaincy-review-licensing His role included conducting internal surveys and managing disputes over attribution, making it one of the most publicly visible positions in the site’s administration.

Controversy and Removal

CityToast had been a controversial figure in the SCP Wiki staff since his promotion from Junior Staff to Operational Staff in 2021, with multiple staff members giving rationale or caveats to their support of his promotion.[12]https://05command.wikidot.com/forum/t-14115866 After, CityToast was cited in a non-disciplinary forum on the staff’s forums.[13]https://05command.wikidot.com/forum/t-14575267/non-disciplinary-citytoast

While working on the Licensebox project, CityToast reportedly “failed to sufficiently engage with Tech or MAST (the two relevant teams )” for his changes to tags and creation of a Licensebox component, “catching us unaware when the proposal suddenly appeared on O5.”[14]https://05command.wikidot.com/forum/t-14115866#post-5000024

CityToast’s time as Licensing Captain involved an urgent fiat-attempt to outright remove a tale/fanfiction posted to the SCP Wiki (“CCK Class “Copyright Infringement Secnario”“, an entry to Project Crossover) that included several copyrighted characters and self-aware humor.[15]https://05command.wikidot.com/forum/t-14375990 The urgency for immediate removal of the tale stemmed from CityToast’s perception that it posed a threat to the Wiki through potential copyright claims from the affected rights holders. This caused controversy in the community.[16]https://scp-wiki.wikidot.com/forum/t-14206675/cck-class-copyright-infringement-lawsuit-scenario#post-5150467 Administration deemed the case to not merit fiat power to be enacted, but the incident resulted in further policy discussion for such uses of copyrighted characters.[17]https://05command.wikidot.com/forum/t-14375990

In February 2023, CityToast became the subject of an internal review. Allegations included withholding survey results on AI use, abuse of power in suspending a staff member, and contributing to a hostile environment in the Licensing Team.

The incident concerned a survey about AI-generated content that CityToast had conducted but had not disclosed the results of.[18]https://05command.wikidot.com/forum/t-15655138/captaincy-review-licensing On February 14, 2023, CityToast engaged with the community in #meta-discussion of the SCPD Discord server regarding licensing policies and the findings of an AI survey for the community. The interaction became contentious when CityToast reported an appreciable percentage of users approving incorporation of AI into the community and its works. Users requested evidence of these survey findings and CityToast responded in a manner deemed inappropriate, particularly as the server included minors.[19]https://05command.wikidot.com/forum/t-15655138/captaincy-review-licensing CityToast’s moderator position was held in abeyance.[20]https://05command.wikidot.com/forum/t-15655136/fiat-citytoast-moderator-abeyance

The records were subsequently provided to SCP Wiki administrative staff, resulting in an official Captaincy Review that concluded CityToast had “engaged in an abuse of his Captaincy powers” and demonstrated unprofessional conduct. Following this review, CityToast was removed from his leadership position.[21]https://05command.wikidot.com/forum/t-15655138/captaincy-review-licensing

On 16 February 2023, O5 Command determined that CityToast was unsuitable to continue in his staff role. He was removed as Licensing Captain and placed under a six-month site ban with a permanent staff blacklist.[22]https://05command.wikidot.com/forum/t-15655138/captaincy-review-licensing#post-5982124

On 19 February 2023, the Anti-Harassment Team issued a six-month ban.[23]https://05command.wikidot.com/forum/t-15693571/discord-dorktoast-0801 On 25 April 2023, this was escalated to a permanent ban, extending both to the site and the SCP staff Discord.[24]https://05command.wikidot.com/forum/t-15693571/discord-dorktoast-0801#post-6064948

Departure and Later Activity

After the permanent ban, CityToast effectively left the SCP community. He started a VR game company, GIB Games, which was made of “… full- and part-time Unity developers with over 50 years combined experience in game development and a deep passion for SCP, games, and SCP videogame development. The Infohazard team includes experienced and well-known writers, artists and content creators of the SCP Foundation Community!”.[25]https://nitter.net/DorkToast, archive[26]https://www.kickstarter.com/projects/gibgames/scp-infohazard The team was working on at least four VR game projects.[27]https://gib.games/

He began developing a survival-horror game called SCP: Infohazard, which appeared in preview on Steam.[28]https://gib.games/infohazard/[29]https://store.steampowered.com/app/2121570/SCP_Infohazard/ The Kickstarter for this game reached 84 backers and raised $4,246 of their $25,000 goal, but was ultimately unsuccessful. The game was previewed and promoted by social media personalities of the SCP Wiki community, such as TheeSherm and From the Desk of Alto Clef, who were also partners of the project.[30]https://nitter.net/site_42/status/1840941655756849546#m[31]https://www.bing.com/videos/riverview/relatedvideo?q=Site+42+SCP%3a+Infohazard&mid=535062DA8C6559C5E4D4535062DA8C6559C5E4D4&mmscn=stvo&FORM=VIRE&ajaxhist=0&ajaxserp=0[32]https://nitter.net/DeskOfAltoClef/status/1848470229472457043#m[33]https://store.steampowered.com/app/2121570/SCP_Infohazard/

In his fundraising efforts for a VR video game, SCP Wiki members including an Administrator of the site drew attention to his disciplinary history in the community, citing the Anti-Harassment ban as a reason why members of the SCP community and potentially others should not support the project.[34]https://nitter.net/Rakkran_/status/1841190866565693648[35]https://nitter.net/stormbreathscp/status/1841213235392876794#m, archive[36]https://www.reddit.com/r/SCP/comments/irldwt/i_am_stormbreath_scp_author_and_moderator_ama/[37]https://web.archive.org/web/20250905012048/https://scp-wiki.wikidot.com/meet-the-staff

CityToast claimed he received significant harassment for the slow development of the game, which led him to abandon the project’s development.[38]https://nitter.net/DorkToast/status/1967591607378825324#m, archive[39]https://archive.ph/zVS7g[40]https://nitter.net/TransFemPyro, archive

    • Swicegood was featured in a 2012 CBS News report after claiming he was demoted by Pizza Hut for defending himself during an attempted robbery while working as a delivery driver.[47]https://www.cbsnews.com/baltimore/news/pizza-hut-driver-claims-demotion-over-self-defense/

    • He was among the earliest SCP contributors to openly associate his real name with his Wikidot accounts.[48]https://www.wikidot.com/user:info/citytoast

    • Raaxis planted realistic pseudo-document versions of early SCPs in the Western Michigan University’s library.[49]https://scp-wiki.wikidot.com/forum/t-97462/scp-encyclopedia#post-285482[50]https://scp-wiki.wikidot.com/forum/t-98602/document-leaks#post-287492

    • After being banned, CityToast went on to start development of a VR game based on SCP lore called SCP: Infohazard.[51]https://nitter.net/DorkToast

    • SCP: Infohazard’s development efforts faced difficulty as the SCP Wiki community commented in social media threads cautioning against support for CityToast’s project, based on his ban from the SCP WIki.[52]https://nitter.net/Rakkran_/status/1841190866565693648

    • The individual CityToast cites as the primary reasoning for abandoning SCP: Infohazard is also a game developer, who is/was working on a separate SCP game project, “SCP Memoir”.[53]https://nitter.net/TransFemPyro, archive

    • Raaxis wrote numerous creepypastas for the early SCP’s collection.[54]https://scp-wiki.wikidot.com/forum/t-87048/the-shoe-tree[55]https://scp-wiki.wikidot.com/forum/t-86515/creepypasta:so-here-we-are

    • He was the editor-in-chief of my campus’ professional literary journal.[56]http://scp-wiki.wikidot.com/forum/t-97462/scp-encyclopedia
    • The “CCK Class “Copyright Infringement Secnario” tale that CityToast attempted to remove outright by fiat was eventually edited by the author to remove outright references, instead using general descriptions that clearly refer to the copyrighted characters in their stead.[57]https://scp-wiki.wikidot.com/cck-class-copyright-infringement-lawsuit-scenario[58]https://scp-wiki.wikidot.com/forum/t-14206675/cck-class-copyright-infringement-lawsuit-scenario#post-5150497 The author of this work would later vote to remove Project Crossover, which the tale was a contribution to, stating “Yeah obviously the articles can’t stay”.[59]https://05command.wikidot.com/forum/t-16266342/discussion-purging-project-crossover#post-6179216

Quotes

  • “Part of the enigma of the unknown is exactly that — mystery. Leaving a bit to the imagination usually doesn’t hurt. In essence, describing something’s physical attributes very sparingly, describing only the important features, allows the reader to invent other features of their own accord, thus enhancing its reality to them.”[60]https://scp-wiki.wikidot.com/forum/t-85929/scp-175
  • “The real problem I find is in the dilution of credibility. Spreading knowledge of the SCP is a double-edged sword. Yes, it brings in more members, who are then more likely to contribute and thus grow the site. However, by the same token, we run the risk of watering down the very enigmatic nature of the Foundation itself. The more people know about us, the less credible we become. I think that recommending the site to a friend is a controlled way of expanding it — however, trying to generate hits en masse via a guild on any MMO is the equivalent of fishing with dynamite. Sure, you get your fish, but then where’s the magic of the catch?”[61]http://scp-wiki.wikidot.com/forum/t-88897/i-found-this-on-gaia
  • “Heck, if writing an SCP were easy, we’d be flooded with every drooling idiot able to bash his head against his keyboard.”[62]http://scp-wiki.wikidot.com/forum/t-87438/is-there-a-how-to-add-link
  • “Part of what makes the foundation so enigmatic is the fact that it’s very factual, giving only the bare minimum of data necessary and relevant to the containment of these items.”[63]https://scp-wiki.wikidot.com/forum/t-89371/foundation-emblem-or-logo
  • “There is no rehabilitation for /b/. It destroys every last shred of humanity within you until you become something stronger. Something empowered. Something perverse. You become Anon.”[64]http://scp-wiki.wikidot.com/forum/t-88897/i-found-this-on-gaia
  • “The Foundation’s actions towards SCP-068 are ludicrously nonchalant (if the object cannot be contained on one of our existing sites, protocol dictates that we create some sort of on-site containment procedure) and undermine our credibility as a scientific organization.”[65]https://scp-wiki.wikidot.com/forum/t-97786/delete-and-edit
  • “That said, I think it’s time to take a much more critical look at some of our own work, and ensure that we are keeping up with the standard set by so many of our more proliferous conspirators. For examples of standard SCP styles, take a look at anything by our good friend Dr. Gears or Kain Pathos Crow. For that matter, any of the admins! They have all set the bar on how to write a quality SCP, and I would encourage everyone to read through at least a few of their respective SCP’s to get an idea of what tone to emulate.”[66]https://scp-wiki.wikidot.com/forum/t-97786/delete-and-edit
  • “Secure. Contain. Protect. Not destroy. We do not want to obliterate these objects unless we absolutely must. We want to contain them in an environment in which we can further study their capabilities.”[67]https://scp-wiki.wikidot.com/forum/t-98911/power
  • “While I’m always happy to see SCP game projects, I’m apprehensive about supporting this one considering that, afaik, the CEO of GIB Games (Toast/CityToast) has been permanently banned from the wiki by the Anti-Harassment Team.”[68]https://nitter.net/Rakkran_/status/1841190866565693648
  • “CityToast is an invaluable staffer for Licensing Team. His knowledge of the Creative Commons license, and his history of working with it, surpasses that of both Modern_Erasmus and myself, and he has been immensely valuable in being able to provide answers and guidance on edge-case scenarios that arise. Additionally, he’s proven a great capacity for project work, often with little oversight. It is not an exaggeration to say that the fantastically succesful Licensebox initiative was thought up and brought through to practice almost entirely by Toast, mostly (perhaps entirely) alone.” — ProcyonLotor[69]https://05command.wikidot.com/forum/t-14115866
  • “In his early days as junior staff, he displayed a certain tendency to put his foot in his mouth, which ruffled a few feathers among other members of staff. Toast has worked hard to improve this, and has been perhaps the single staffer I’ve had who has been the most vigorous in seeking input on how they could improve. I do not foresee this being a problem in the future.” — ProcyonLotor, on “Optional Areas of Improvement” regarding CityToast in his promotion to Operational Staff[70]https://05command.wikidot.com/forum/t-14115866
